PS Medical Services Calls for Accelerated Delivery of HEPRR Project Activities
Nairobi, Kenya | — Principal Secretary for Medical Services Dr. Ouma Oluga has called on agencies implementing the Health Emergency Preparedness, Response and Resilience (HEPRR) Project to accelerate the delivery of priority activities and strengthen accountability mechanisms to ensure the project achieves its intended outcomes.
Speaking during the Third World Bank Implementation Support Mission for the HEPRR Project in Nairobi, Dr. Oluga emphasized the importance of translating project investments into measurable results that strengthen Kenya’s capacity to prevent, detect and respond to public health emergencies.
The Principal Secretary noted that while the project has recorded significant progress, greater attention is required to ensure timely implementation of activities and achievement of key milestones. He urged implementing agencies to work collaboratively in addressing operational challenges that may affect project delivery, including procurement processes, technical requirements and consultant engagements.
Dr. Oluga further stressed the importance of prudent resource utilization, noting that development financing should deliver value for money, sustainable impact and long-term benefits for citizens. He reaffirmed the Government’s commitment to strengthening health security through strategic investments that enhance emergency preparedness, build resilient health systems and support local manufacturing capacity.
The meeting reviewed the status of project implementation, assessed progress across various workstreams and identified measures to address emerging challenges and improve overall performance.
Participants included the World Bank Mission Team, the HEPRR Project Coordination Team and representatives from key implementing agencies, including the Kenya BioVax Institute (KBI), Kenya National Public Health Institute (KNPHI), National Quality Control Laboratory (NQCL) and the Pharmacy and Poisons Board (PPB).
Also present were HEPRR Project Coordinator Dr. Peter Cherutich and World Bank Kenya Task Team Lead Dr. Bernard Olayo.
