Ministry of Health signs performance agreements

Nairobi December 4, 2019 –  State Corporations and Regulatory Bodies in the Ministry of Health have been directed to align their activities towards achieving Universal Health Coverage (UHC) goal.

Speaking during the signing of the 16th Cycle, 2019/2020 Performance Contracts with 7 Directorates, 7 State Corporations and 9 Regulatory Bodies under Ministry of Health, the Cabinet Secretary for Health Sicily Kariuki instructed the Chairpersons and Chief Executive Officers to focus on the key result areas by adhering to government policies and guidelines, improving business processes and ensuring prudent use of resources and accountability.

“Performance management will be critical especially at this time when the Ministry is embarking on scaling up UHC from the four pilot counties to the entire country and efforts must be made to ensure that the Performance Contracts are implemented and monitored to ensure the Ministry delivers on UHC as well as other high priority projects,” she said.

She directed them to prioritize service to the people of Kenya and do their part as public officers for the government to achieve on its promises. “With performance contracting we shall now be able to determine whether we have done our duty when we assess our achievements at the end of the year against the targets we agreed to,” she noted.

Performance contracting is an important performance management tool for the public sector that ensures each implementation unit has clear and concise targets to achieve in a given financial year and ensures that the public sector delivers to the people as well as proper accountability mechanisms within the implementing units.

The performance contracting process, monitoring and implementation will be coordinated by the Ministry of Health planning department.

The CS also noted that the Ministry has sent out a team to assess the blood situation in counties as the government steps in to address the shortage and funding following withdrawal by some donors
