CS Duale Launches New National Framework to Strengthen HIV and Syndemic Disease Response
Nairobi, – Cabinet Secretary for Health Hon. Aden Duale launched the Kenya AIDS Integration Strategic Framework (KAISF) 2025–2030 and the 47 County Syndemic Operational Plans, providing a new roadmap to guide Kenya’s response to HIV and other interconnected health conditions over the next five years.
The framework and county plans, unveiled during the 2026 Joint Annual Programme Review convened by the National Syndemic Diseases Control Council (NSDCC), seek to strengthen service integration, improve coordination across sectors and enhance accountability in addressing HIV and related syndemic diseases at both national and county levels.
Held under the theme “Strengthening Evidence-Based, Multisectoral Action for Impact,” the two-day forum brought together representatives from national and county governments, development partners, civil society organisations, community leaders and technical experts to review progress in the national HIV response and identify priorities for sustaining gains achieved over the years.
A key highlight of the meeting was the launch of the 47 County Syndemic Operational Plans, which translate national priorities into county-specific interventions and reinforce the role of county governments in delivering responsive and equitable health services.
Speaking during the event, Hon. Duale noted that Kenya has made considerable progress in reducing new HIV infections, lowering AIDS-related deaths and improving treatment outcomes. He emphasised the need to sustain these achievements while focusing on populations that continue to face disproportionate risks, including children, adolescents and young people.
The Cabinet Secretary observed that evolving disease patterns, demographic changes and shifts in global health financing require a more integrated and people-centred approach to healthcare delivery. He said the Government is strengthening Universal Health Coverage, Primary Health Care and community health systems to ensure health services are accessible, responsive and sustainable.
Developed through extensive consultations with county governments, development partners and community stakeholders, KAISF 2025–2030 builds on the achievements of the Kenya AIDS Strategic Framework II and the national roadmap for HIV sustainability beyond 2030. The framework seeks to deepen coordination, strengthen accountability and promote greater integration of services across the health sector.
The strategy recognises that HIV often intersects with other health conditions, including tuberculosis, sexually transmitted infections, viral hepatitis, non-communicable diseases and mental health disorders. It therefore promotes a comprehensive approach that improves service delivery, reduces fragmentation and strengthens overall health system resilience.
Hon. Duale also assured delegates that the transition of Universal Health Coverage staff to permanent and pensionable terms will commence in following the Government’s allocation of KSh 8.9 billion to facilitate the process in line with a directive issued by H.E. President Dr William Ruto.
The Cabinet Secretary called for continued collaboration among national and county governments, development partners, communities and other stakeholders to sustain progress towards ending HIV as a public health threat and achieving better health outcomes for all Kenyans.
