CS Duale Leads Consultative Forum on Transition to SHA HMIS
Nairobi, Kenya - - Health Cabinet Secretary Hon. Aden Duale led a high-level consultative forum with healthcare provider associations on the transition from the SHA Provider Portal to the Social Health Authority Health Management Information System (SHA HMIS), reaffirming the Government’s commitment to accelerating digital health transformation under Taifa Care.
The consultative forum, jointly convened by the Social Health Authority (SHA) and the Digital Health Agency (DHA), brought together healthcare providers and key sector stakeholders to review the transition framework, implementation timelines, provider preparedness and the roadmap towards full integration into Kenya’s unified digital health ecosystem. The engagement also provided a platform to address stakeholder concerns, receive feedback and agree on practical measures to ensure a seamless migration.
Speaking during the meeting, CS Duale said the transition to the SHA HMIS is a critical reform that will strengthen efficiency, transparency and accountability across the health sector by integrating healthcare service delivery with health financing on a secure digital platform.
The SHA HMIS will support real-time patient verification, electronic claims management, digital provider authentication and secure health information exchange with compliant Hospital Management Information Systems (HMIS). The integrated platform is expected to improve service delivery, accelerate claims reimbursement, reduce fraud and enhance accountability through interoperable digital systems.
Kenya has continued to make significant progress in implementing digital health reforms. To date, 11,034 healthcare facilities have been accredited by the Social Health Authority, while 6,228 public health facilities, representing 93 per cent, have successfully undergone digital transformation. Additionally, 5,078 facilities are already operating on the SHA HMIS, with 2,978 facilities actively submitting claims electronically, demonstrating strong readiness for nationwide implementation.
The Cabinet Secretary assured healthcare providers that the migration will be undertaken through a phased and carefully coordinated approach to guarantee uninterrupted healthcare services. He emphasized that all provider records, beneficiary information and historical claims data will remain secure throughout the transition, while the Government will continue to provide technical support, provider onboarding, user training and sustained stakeholder engagement.
The transition to the SHA HMIS marks another milestone in the Government’s efforts to build an integrated, efficient and transparent digital health system that strengthens Taifa Care and expands access to quality, affordable and equitable healthcare for all Kenyans.
The Cabinet Secretary was accompanied by Principal Secretary for Medical Services, Dr. Ouma Oluga, and Kenya Healthcare Federation Chairperson, Dr. Kanyenje Gakombe. The forum was co-hosted by Social Health Authority Chief Executive Officer Dr. Mercy Mwangangi and Digital Health Agency Chief Executive Officer Eng. Anthony Lenayara.
