Health CS Duale Leads Consultative Meeting with Council of Governors and Health Unions on UHC Staff Transition
Nairobi, Kenya - ; Health Cabinet Secretary Hon. Aden Duale presided over a consultative meeting with the Council of Governors (CoG), represented by CEO Mary Mwiti, and health sector unions, led by Kenya National Union of Nurses (KNUN) Secretary General Seth Panyako, to discuss the transition of Universal Health Coverage (UHC) staff employment terms to permanent and pensionable status, as well as the payment of service gratuity for their time served under contract.
The meeting, a follow-up to review the progress made on resolutions from previous strategic engagements with key stakeholders, specifically addressed issues raised by UHC staff on
.Hon. Duale, following thorough consultations, highlighted the importance of the critical role UHC staff play in the successful rollout of the Taifa Care Model and made several key announcements.
Effective , the Ministry of Health will transfer the payroll management of UHC staff to County Governments, along with the necessary budget to sustain the current stipend terms during the transition. Before the expiry of current contracts, County Governments will receive additional funding to facilitate the full absorption of UHC staff into permanent and pensionable terms. Furthermore, service gratuity payments will be considered at the conclusion of the absorption process.
Hon. Duale reiterated the government’s commitment to strengthening the health workforce, a key element in ensuring the success of UHC under the Bottom-Up Economic Transformation Agenda (BETA).
Union leaders expressed confidence in the Ministry’s leadership and commended the ongoing efforts to restore public trust in Kenya’s health sector.
The meeting was attended by Principal Secretary for Medical Services Dr. Ouma Oluga, Director General for Health Dr. Patrick Amoth, and representatives from other health unions, including Nicholas Odipo (Kenya Union for Medical Laboratory Officers) and George Gibore (Kenya Union of Clinical Officers), along with other Ministry officials.
