Cs duale briefs senate on social health insurance registration and health sector reforms
Nairobi, Kenya - 14th May 2025; Health Cabinet Secretary Hon Aden Duale on May 14, appeared before the Senate Plenary session chaired by Garissa County Senator Hon. Mohamed Haji, to respond to questions from Senators on the role of personnel from the Ministry of Interior and National Administration in supporting the registration of Kenyans to the Social Health Insurance Fund and access to Social Health Authority (SHA) benefits.
In his response, the CS emphasized the critical role played by the National Government Administration Officers (NGAO) in driving the implementation of the Social Health Authority programs. He noted that NGAOs successfully registered 12 million households in the first phase of the Universal Health Coverage (UHC) rollout. As of 12th May 2025, the registration has reached 22,199,254 individuals.
CS Duale also outlined the three SHA Funds—Primary Health Care, Social Health Insurance, and Emergency, Chronic, and Critical Illnesses—that guarantee the full continuum of healthcare services including prevention, promotion, curative, rehabilitative, and palliative care.
Additionally, the CS briefed the Senate on the ongoing reforms in the health sector aimed at fast-tracking the roll-out of UHC, a flagship agenda under the Bottom-Up Economic Transformation Agenda (BETA).
He was accompanied by Principal Secretary for Public Health and Professional Standards, Ms. Mary Muthoni, and Acting CEO of the Digital Health Agency, Mr. Anthony Lenaiyara.
