MoH Signs Cooperation Framework to Fast-Track NESP Delivery
Nairobi, Kenya - - A new cooperation framework bringing together national referral hospitals, the Social Health Authority (SHA), and the Digital Health Agency (DHA) has been signed to fast-track the rollout of the National Equipment Service Programme (NESP).
The framework, signed during a meeting convened by Health Cabinet Secretary Aden Duale with NESP vendors led by Richard Ngatia, sets out clear institutional roles, coordination structures, and deployment plans for advanced medical equipment across the country.
The programme, launched by William Ruto in , is designed to expand access to specialised diagnostic and treatment services, particularly at the grassroots level.
NESP operates on a fee-for-service model under the Ministry of Health, in partnership with the Council of Governors, aimed at ensuring sustainability while strengthening collaboration between national and county governments.
Since its rollout in , the programme has equipped 213 health facilities across 43 counties with modern medical equipment, supported by an investment of KES 7.3 billion. The initiative is expected to significantly improve healthcare infrastructure and patient outcomes while accelerating progress towards Universal Health Coverage (UHC).
To reinforce delivery and accountability, stakeholders agreed on a structured coordination mechanism, including bi-weekly joint review meetings, monthly vendor engagements, and a one-month Rapid Results Initiative (RRI) to address bottlenecks and deliver measurable outcomes.
The meeting was attended by Principal Secretary for Medical Services Ouma Oluga, NESP Coordinator Isaac Kimani, Council of Governors representative Khatra Ali, Digital Health Agency CEO Anthony Lenayara, chief executives of national referral hospitals, and other Ministry officials.
