PS Oluga Calls for Stronger Alignment of Health Financing and Delivery
Principal Secretary for Medical Services Dr. Ouma Oluga has called for stronger alignment between health financing, planning and implementation to ensure every investment delivers better health outcomes and greater financial protection for Kenyans.
Speaking at the Finance Ministers’ Dialogue on Health Co-Investment in Nairobi, Dr. Oluga said sustainable health financing requires predictable resources, efficient execution, accountability and strategic investment in priority areas.
He underscored the need for One Plan, One Budget and One Monitoring and Evaluation Framework to align national and county governments, development partners and other stakeholders around shared priorities and measurable results.
“Our objective is to build confidence that every additional shilling invested in health will be prioritised, executed efficiently, tracked transparently and translated into better health outcomes,” Dr. Oluga said.
He noted that investments in the Social Health Authority, primary healthcare, health products and commodities, local manufacturing, the health workforce and digital health are central to advancing Universal Health Coverage and building a sustainable healthcare system.
